docs(adr): resolve ADR-023 verbs_disabled operator surface

Body:

• Problem: ADR-023 includes per-pack verbs_disabled downgrade behavior, but the accepted operator surface does not appear to expose the full behavior.
• Proposed fix: implement the downgrade path or amend ADR-023 to remove or defer verbs_disabled.
• Acceptance criteria: pack configuration docs match runtime behavior; disabled verbs have tests if implemented; if deferred, ADR-023 explicitly says unsupported and points to the active loading policy.
• Affected crates/ADRs: docs/adr/ADR-023-declarative-pack-format.md:1, /Users/lion/khive-work/shows/khive-improvement-survey/roadmap/e2/inventory_adr_feature_migration.md:14.
