docs(adr): align ADR-033 recall rerank config with shipped behavior

• Problem: ADR-033 recall config/rerank text diverges from shipped weighted feature rerank behavior and leaves params, diversity, budget, fallback, and ADR-042 integration ambiguous.
• Proposed fix: amend ADR-033 to describe the current weighted feature reranker, or implement the missing reranker params and fallback surfaces.
• Acceptance criteria: ADR-033 matches memory.recall and memory.recall_rerank behavior; tests cover configured reranker weights; relation to ADR-042 is explicit.
