If a Key Map is set for a layer, it's extent should be used to define the default extent of the georeferencing interface.
Additional context
One idea with the reference= url parameter is that it could be used to pass any layers from the system in, not just key maps, and in some hypothetical cases the automatic zoom would not be desirable. For example, if a roads centerline layer is used for reference, the extent of such a layer is probably far too large.
