Begin generalization of volume/map import process by moving more functions and classes into
ohmg.core.Also, rework the layer classification process a bit:
There is a regression now in that the map preview doesn't reload when a new georeferenced layer has been completed. This could be triggered by a specific comparison of fetched annotationsets during the auto refresh process.
