Possibly an app to make working groups easier to manage

I think we decided this is content-only for now.

Basic content is in here. The page could use some layout love from @mintcanary I left links in there to the existing icons so they can easily be grabbed for the new layout. I'm happy to upload them to the new site myself once the design work is done.

The comment from Christian about the local groups being tied to working groups seems to indicate that we'd rather want this as an app and not just content.
