We have a workflow that pushes to LuaRocks although that hasn't been utilised recently.

Without rockspec, user must declare dependencies by themselves:

Once the upstream plugin adds a new dependency, the user must manually update their configuration to include it. This can lead to issues if the user forgets to add the new dependency, resulting in errors or missing functionality.

Now with rockspec, the dependencies are automatically managed. When a new dependency is added to the upstream plugin, it will be included in the rockspec file. This means that users will not have to manually update their configuration, as the plugin manager will handle the dependencies for them. This reduces the risk of errors and ensures that users always have the correct dependencies installed for the plugin to function properly.
