Option to turn off dragging the bar to another screen edge

Dragging empty bar space moves the bar to another screen edge, which is a nice way to place it... but for some users, like me, it mostly happens by accident. Holding the mouse button on empty bar space for 200ms is enough to start a move, and so is a small mouse movement while pressing.

Once the bar is where I want it I'd rather lock it there, and so it would be great to have an option in shell.json to turn this off, for example:

When it's set, dragging or holding empty bar space would do nothing, and clicks would still work, including the double-click that toggles transparency. The position could still be changed with omarchy bar position or by editing shell.json directly.

It looks like this would be a small change in shell/plugins/bar/Bar.qml. CenterGestureArea starts the move from both onPressAndHold and onPositionChanged through its startDrag() function, so an early return in startDrag() when the position is locked would cover both.

Right now the only way to get this is to clone omarchy.bar, which means giving up upstream bar updates.
