-Updated VSAC loader to do a null check before calling string functions on the cell content. Some of the new value sets have null cells rather than empty strings.
-Updated CDT code system loader to load the latest CDT code system using the file downloaded from VSAC. This is a breaking change for anyone loading the CDT file in the old format.
-Match existing formatting.
