Why don't we have RewritePatter for ReduceLikeV13Op(ReduceMaxV13Op, ReduceMinV13Op, ReduceMeanV13Op, ReduceSumV11Op) in the latest version? It seems like it could be rewritten into the latest version even for all scenarios of its use.
