Consider moving "dev-docs" to separate repository #680
Description
It would be of benefit to have a clean separation of "product" and "developer" documentation.
The suggestion is to create a repository for the content in
https://github.com/ontio/documentation/tree/master/dev-website-docs
The repository description/URL: "Ontology Developer Documentation" - https://dev-docs.ont.io
The repository name: dev-docs (analogue to the published url)
