MPI_SIZEOF missing for ignore-tkr mpi module

As reported here on the user's list (http://www.open-mpi.org/community/lists/users/2014/04/24173.php), the MPI_SIZEOF implementations are missing in the ignore-tkr mpi module case.

I'm sorry this took so long, but this seemingly-small thing turned into a giant disaster. I think r32764 on the trunk should fix the issue. Can you confirm that it fixes it for you? (assuming you're not using an old version of gfortran -- where "old" means "prior to 4.9")

Edgar pointed out that the fix breaks on his system. With some off-list emails, I discovered that gfortran 1.8.1 doesn't like this stuff, but gfortran 1.9.1 is cool with it (at first glance, I'd call it an unimplemented feature in the 1.8.x series).

So I think I need to add a configure test or two to make sure gfortran 1.8.x doesn't try to do the SIZEOF stuff.

This has been fixed in both master and v1.8.
