darray datatypes broken

Distributed array datatypes give the wrong lower bound and extent.

Fix is already in testing. This bug is to track when the fix has been applied.

For the moment, I'm moving the milestone back to v2.0.2 so that we can discuss it this morning.

@bosilca This is the same issue as #2558. Hopefully the same patch will work.
