Background information
Observed on MTT tests using IBM test suite
What version of Open MPI are you using? (e.g., v1.10.3, v2.1.0, git branch name and hash, etc.)
Seen on master, very likely to be present on 3.x
Details of the problem
Diagnosis has not been done at this time. Test is reported as "timed out"
