MPI_NEIGHBOR_ALLTOALLW and MPI_INEIGHBOR_ALLTOALLW java bindings #732
Description
These functions still need the java bindings completed for them. I did the bindings but I was unable to port the c test to java to verify that the bindings worked. There were a fair number of crashes and wrong answers in the ported test. Also, I was unable to find java tests for the other neighbor functions (MPI_NEIGHBOR_ALLTOALLV, etc).
