PMIX returns success and does not set the output to NULL while looking for an optional key. Thus, to prevent segfaults we need to set the output value to a known value before. Signed-off-by: George Bosilca <gbosilca@nvidia.com>

Don't build the smcuda BTL if there are no accelerators available. Right now I added support for CUDA, extend it for other accelerators you can about (@edgargabriel and @hppritcha).
