… some reason I don't recall, the broadcast notification was marked for delivery only to non-default event handlers. The local PMIx server is notifying its clients of all events, but for some reason I don't recall, the broadcast notification was marked for delivery only to non-default event handlers. This creates a discrepancy between the two behaviors, so don't restrict the broadcast notifications.
