Allow local storage of thumbnails to reduce S3 calls

Request

Allow users to configure the system to store thumbnails locally on disk instead of exclusively relying on S3.

Problem

Currently, all thumbnail generation and retrieval involve S3 calls. This can lead to:

• Increased S3 costs: Higher number of read/write operations and data transfer.
• Performance bottlenecks: S3 latency can slow down image delivery.
• Potential for rate limiting: Frequent calls might hit S3 rate limits.

Proposed Solution

Introduce a configuration option (e.g., a boolean flag and a local directory path) to enable local thumbnail caching. When enabled:

1. The system checks a designated local directory for the requested thumbnail.
2. If the thumbnail exists locally, it is served directly.
3. If the thumbnail does not exist locally, it is generated, stored in the local directory, and then served.

Benefits

• Reduced S3 Costs: Significantly lowers the number of S3 operations and data transfer.
• Improved Performance: Faster thumbnail loading times due to local disk access.
• Enhanced Reliability: Less dependency on external service availability for cached thumbnails.
• Cost Efficiency: Potentially more economical for projects with extensive image usage.
