docs: 更新最新动态，新增官网上线和首款兼容性认证开发板信息

变更说明

在 README_zh-cn.md 的「最新动态」板块新增两条动态：

1. openvela 官方网站正式上线：openvela 现已拥有独立的官方网站（https://openvela.com），为开发者提供更便捷的信息获取渠道。

2. 首款通过 openvela 官方兼容性认证的开发板：润芯微智能科技股份有限公司自主研发的 Gemini-S1 开发板成为首款通过 openvela 官方兼容性认证的开发板。

两条新动态添加在现有动态条目之前。
