bug: /ports endpoint returns an empty list

Replication steps:

1. Use Docker to start open-terminal
2. Let the model create a server and start it
3. Ask it to curl this server to confirm that the server is functioning properly
4. When checking the ports in open webui, it was found that no server was detected on the ports

/ports aren't intended for ai usage, it should not be able to call the endpoint.
