Multiple sheriff ranks

I think we should implement multiple sheriff ranks so we can allow more specific people to access the upcoming housekeeping. This would make a lot of sense to me. Not sure if this is in vanilla client tho?

The client supports any number of sheriff ranks, anything above 0 is considered a sheriff.

The only rank that is "sort of" an exception to this is sheriff 10, which will still be a sheriff (isSpecial etc), but won't have the badge show up on the profile. (Moritz Hohl's account had this.)

What format should be used for it?
I'm suggesting:

0. Regular user
1. Moderator
2. Administrator

If people agree with this, I can implement it asap.
