ensure backwards compatibility for Luftdate.Info devices

Description

The old OSEM supports Sensor.Community (formerly known as Luftdaten.Info) devices. In order to work with the new OSEM, the firmware of those devices would need to be adjusted. Since we failed to get any response from the resposible people, we might need to ensure backwards compatibility for the Sensor.Community devices. Originally, we wanted to send the device key (see this draft PR: opendata-stuttgart/sensors-software#1062) from the device as well and would need to adjust the upload URL.

Plan B:

• forward calls to ingress.opensensemap.org to upload.opensensemap.org
• de-activate device security keys for Sensor.Community / Luftdaten.Info devices by default

Use case

Support legacy Sensor.Community-devices.
