Use Bazel to build locally

I'm keen to use Bazel to build Codex locally but running into issues. I use Bazel to build other project so am trying --nohome_rc so the command doesn't pick up ~/.bazelrc.

--nohome_rc isn't being recognized - docs. Is there a way to invoke for a local build vs. the remote RBE?

—nohome_rc is a startup flag and should go in the middle of “bazel” and “build”, not after
