Add Speaking-Rate Slider to ChatGPT UI for Accessibility

Summary
Requesting the addition of a small UI control that allows users to adjust ChatGPT’s response delivery speed (e.g., -2, -1, 0, +1, +2). This affects output pacing only — not tone, not detail, not model behavior.

Problem
Many users (especially ADHD, ASD, anxiety, and sensory-sensitive individuals) rely on specific pacing for comprehension and regulation. The current fixed response rate cannot accommodate diverse processing tempos.

Proposed Solution
Add a Speaking Rate Slider under Chat Preferences:

-2 -1 0 +1 +2

Where:
• 0 = current pacing
• +1/+2 = faster delivery
• -1/-2 = slower delivery

Only adjust token streaming cadence — not model output.

Why This Matters
Strong accessibility and UX benefits.
Low engineering complexity (UI-layer throttling, no model retraining).
High user impact for neurodivergent communities.
