fix(ci): route ClawSweeper comment commands

Summary

• add issue_comment support to the ClawSweeper Dispatch workflow
• route @clawsweeper and /clawsweeper commands to openclaw/clawsweeper as clawsweeper_comment dispatches
• acknowledge maintainer commands with an eyes reaction and queued status comment when the app token is available

Verification

• ruby -e 'require "yaml"; YAML.load_file(".github/workflows/clawsweeper-dispatch.yml"); puts "yaml ok"'
• git diff --check
• bun run ci:static

Notes

This fixes the routing gap observed on openclaw/clawhub#2353: the @clawsweeper automerge comment only triggered Auto response because the dispatch workflow did not listen to issue_comment. Live verification on that PR requires this workflow change to land on main, then a fresh @clawsweeper automerge comment.
