I've added the Dockerfile and configured GitHub Actions CI workflow to build and push Docker images to GHCR in PR #539 .

Implemented in d37caab. Release-tag Docker publishing now builds/pushes ghcr.io/steipete/gogcli with a static gog binary, non-root runtime image, pinned Docker Actions, and README docs for using a persistent config volume with the file keyring.\n\nLive proof before closing:\n- docker build --no-cache -t gogcli:docker-test-nocache .\n- docker run --rm gogcli:docker-test-nocache version\n- docker run with GOG_KEYRING_BACKEND=file + mounted config volume: auth list --json returned {"accounts":[]} and created the keyring directory\n- actionlint\n- make ci\n- GitHub CI for d37caab is green\n\nThanks @rdehuyss for the request and @HuckOps for the PR that got this moving.
