Cloudcasting app: upgrade to new satellite

Building on openclimatefix/airflow-dags#145, we need to do a few upgrades

Context

good to move away from satip

Possible Implementation

• add env for optional scalling, currently done by 1023, but in new consumer we dont need to do this
• add option for different route of 15 min satellite data, not just replacing _15
