Context sensitive behaviour of the "+ New" FAB in files app #2008

User Story
As a user, I want to find all available "actions" for creating something within the files app in the "+ New" FAB in the left sidebar, so that I always know where to look when I want to create anything.
User Value
Consistency: the FAB (top of left sidebar or really floating in bottom right on mobile) is the go-to entrypoint for creating anything in the files app
Acceptance Criteria
- when I'm in the spaces overview and allowed to create spaces, a click on the FAB opens the "Create space" modal (directly)
- when I'm in a folder, a space root or a public link root and have write permissions in that location, it shows the dropdown with all the file and folder creation or upload options
- when I'm in a location where I'm can't create something (either because of a lack of permissions, or because there simply is no action available like in the trash overview, the search result page, the shares pages, etc), the "+ New" FAB is:
- visible, but disabled for desktop
- invisible for mobile
