certz.proto still had a reference to the package name being "cert" in golang. We were creating Bazel build rules for a "cert" and a "certz" package but this doesn't work great with BUILD rule automation. If we can standardize on the name "certz" Gazelle can auto-generate the BUILD files here correctly.
This rename was done in #39, I am not sure if this change was omitted for a reason or it was just missed.
