Create ICD 503 certification file

Hey @mshoger -- Heads up the upstream repos were consolidated here. We can use this ticket to track progress on the ICD 503 control selections.

How goes development? Feel free to open a WIP pull request just to track things!

I've got all 3 templates created and populated, now going through and making sure I got all of the correct controls and sub-controls.
