The macOS cli tests have been failing in devstack since 11/3. We believe this is due to an update to the VirtualBox version pulled into the github actions Mac virtual environment and have filed an issue with them. For now, we are commenting out these tests. See actions/runner-images#4466.
This PR also updates a comment with more recent information about why we use boot2docker instead of Docker Desktop.
