Management command to assign enterprise roles to users

A management command that assigns enterprise roles to existing enterprise users.

• This command assigns enterprise_admin role to existing non-staff users with enterprise_data_api_access django group.
• This command also assigns enterprise_learner role existing EnterpriseCustomerUsers.
