Make enterprise and consent apps openedx plugins (but not yet fully decoupled from openedx-platform). With edx-enterprise v6.8.0+ you no longer need to manually include these apps in INSTALLED_APPS as they will be automatically appended whenever the edx-enterprise package is installed and importable.
