Header parity

Description

Currently, the header in frontend-base - particularly, the one in the Learner Dashboard app - is not up to par with the ones in master. Some of it is evident from screenshots:

This issue is not about resolving pre-existing visual inconsistencies, as can be seen between the Learner Dashboard and Learning MFEs, but we should aim for a greater degree of parity with at least the Learner Dashboard MFE.

TODO

• Main header logo must link back to the dashboard
• Courses link must be properly highlighted in the Learner Dashboard app
• User dropdown must use the same design language as the Learner Dashboard MFE
• Header content must follow the same margins as main content

Not TODO

These should explicitly not be done:

• Implement the notifications bell
