Bug: Role filter opens with all options deselected

Current behavior
Opening the Role filter shows all roles deselected by default, yet all users are still displayed.

Expected behavior
When opening the Role filter, all roles should be selected by default so the initial list reflects all roles being included.

Steps to reproduce

1. Log in with a user who has Studio access and is a team member of a library.
2. Go to Manage Access for that library.
3. Open the Role filter and observe that all roles appear deselected.

I have some feedback about this bug: the expected behavior is that all table data is displayed when the filter options are unselected. When the filter dropdown is opened, the table should only update after an option is actually selected. It’s not common or expected for all options to appear as selected by default when the filter dropdown is first opened.
