Originally, product had requested tracking changes to the "Allow Public Read" toggle on libraries V2 on the Authz auditability feature.
However, from the technical perspective, that toggle is not handled by authz, so tracking it on the Authz auditiability feature would add complexity.
It was decided that for Phase 2 this would be kept out, but we are creating this issue to review this for future phases.
