Duplicated Blocks are missing from the Generated Course Outline

Steps to Reproduce

• Go to the Studio
• Duplicate any Section or Subsection. Publish them.
• Check the generated Outline in Admin (at /admin/learning_sequences/coursecontext/) or Learning MFE.
• Notice that the duplicated blocks are missing from the Outline.
• Change the Name of any subsection OR Add a new Section/Subsection. The duplicated block is now added to the outline along with the new section/subsection.
