feat: removed age restriction on profile image upload

Ticket: INF-1890

We're enabling edit functionality on the user Profile page. During staging testing, we observed that the profile image does not update, even though the API call returns a success response. This issue occurs because of the age restriction check placed on the profile picture for COPPA.

This PR removes the age restriction check, allowing all users to update their profile pictures regardless of age or date of birth.
