[Proposal] Add Discussion Moderation Features: Soft Delete, Mute/Ban, AI Spam Flagging

Feature Description

Proposal to add 3 features to discussions:

1. Soft Delete (ability to restore deleted messages by staff)
2. Mute/ban functionality (learners can mute, staff can mute/ban/unban)
3. AI discussion spam flagging (to be reviewed by staff for hard deletion or restoration)
