build: Release with Py3.12 and setup-python@v6#660

The tests run on 3.12, and most other repos use v6 of the `setup-python` action. This should address the failing pypi publish workflow, which is currently complaining about a missing setuptools version (80.9). That version exists, but it probably isn't compatible with Py3.8
