Feature: Vouchers expire at midnight for chosen timezone

What is the problem we are solving

VINE is configured to use UTC (sometimes also referred to as GMT), which means that vouchers expire at 10am the following morning (in AEST).
Although all merchants are currently in Victoria, we would like VINE to support multiple timezones.

So we need a way to ensure vouchers expire at the expected time.

Questions:

1. Is it possible that we would need to specify a non-midnight expiry in the future, or can we always assume it will be midnight?

I've created this issue to discuss how we might be able to handle timezones for expiries. Some thoughts come to mind. It would be great to hear what others think. I will also ask questions of Inca.

1. We could add a Time field for voucher set expiry. When saving, we need to store the timezone along with it, so that the voucher generator knows what timezone to print in. When this date (and others) are displayed in the admin interface, they can show according to the saved timezone (or user's timezone, doesn't matter as long as the timezone is shown so you know what to expect).

   • problem: users could potentially make a mistake in setting it. For a voucher to expire at end of Friday 15th, you would need to choose Sat 16th at 00:00. Maybe if you choose Friday 15th and leave the time input blank, the system can do that for you. We can add a note, ie "If no time is set, the vouchers will expire at midnight of the chosen date."

2. We could add a timezone preference to the merchant team. Then all voucher sets expire at midnight according to the merchant timezone.
