Currently the selected Skin and Flag are saved locally.
Flag survives a new login in the same browser. Skin is not persistant and has to be selected again each time.
Make it so that the currently selected Flag and Skin are saved to the account. So that if you re-login even on another device, you don't have to select them again. Maybe you even forgot how that nice looking0 Flag or Skin was called and now you need to look it up. Remembering it in the account saves users from that hassle.
(Beware: this is not about saving all Settings accross devices per se, just the Flag and Skin. Settings may be different per device for example FX may be disabled by the user on a slower device)
