Yes, you can customize the ribbons in the Help menu. We can add more customizations if needed.

One issue with QGIS that I have not been able to crack sufficiently is a need to provide "GIS Lite" for users who need to interact with Geo data, but never need to actually conduct processing/analysis. They're not going to be GIS analysts. Most are decision-makers who need a very focused UI, but they need to record some items so a pure viewer is not enough. Web is not always the best platform for them either. So a stripped down desktop tool is often the best (but a web option would also handy). A confounding issue the definition of "interact" and "lite" changes a bit. I've had some success by trimming toolbars and various customizations approaches/plugins in QGIS, but it remains clunky.
Could RustGIS be an option to create a more configurable UI?
