Cloud and cloud shadow masking with OmniCloudMask

Description

A common reprocessing step for remotely sensed data is to apply a cloud and cloud shadow mask. I think it would be helpful to have this function integrated into geoai. I would propose integrating OmniCloudMask (disclaimer: I am the author of this package).

OmniCloudMask performs with state-of-the-art accuracy over a wide range of imagery sources, processing levels, and spatial resolutions. It requires only the red, green and NIR bands, is simple to use, computationally efficient, and is actively maintained. The paper is available open access.

@wrignj08 Thank you for the suggestion. It would be great to integrate OmniCloudMask into the package.

We need to add OmniCloudMask to conda-forge before it can be added as a geoai package dependency. The LICENSE file needs to be added to the PyPI tarball before we can request conda-forge to publish it.

Great, ok no problems, I have just pushed version 1.0.11 to PyPI which contains the licence file.
