- Adds a new citation report for book objects
- Report displays when book plugin is installed and only for staff as its a press level report
- This version of the plugin will rely on v1.5.1 so bumped target version
- Closes Citation Report: Doesn't display book citations #15

Approved, but don't merge until v1.5.1 exists on Janeway core as it won't be possible to install the plugin otherwise
