Add SPDX ID for Lab Materials

Proposed changes

This PR adds SPDX ID and copyright statements for Lab Materials as suggested at the Project Charter, exceptions being the IBM-supplied JCL procedures (IGYWC, IGYWCL, IGYWCLG, and DSNUPROC).
