This PR applies default values for
kyvernohelm chart if activated via environment variableENABLE_KYVERNO_DEFAULT_VALUES=true, otherwise takes values fromKyvernoConfig.The default values are defined in https://github.tools.sap/openmcp/internal-backlog/issues/233
