What this PR does / why we need it:
This PR sets predefined values in kyverno config if env var
ENABLE_KYVERNO_DEFAULT_VALUES=trueexists.In order to fix linked issue, the env var needs to be set first. This is done in: https://github.tools.sap/landscaper-dev/landscaper-setup/pull/568
