- upgrade dependencies
- add gh action to check markdown docs for broken links

markdown link check probably doesn't do enough as it won't catch rendered hugo links like the one fixed in 0a289cf consider https://github.com/wjdp/htmltest more discussion on hugo link checkers at https://discourse.gohugo.io/t/link-checker-for-go-hugo/2202/37 |
add DOCSY_VERSION to .env also
- no need to run gh-pages deploy on pull requests as htmltest will exercise publishing the site to check links - add continue-on-error to htmltest for now, there are a few false positives especially with farther away sites in Australia / Asia http://geomodeling.njnu.edu.cn/ appears to be completely down atm
target open pull requests against develop or pushes to develop only
