Hyperbook CLI not creating Symlinks on Windows

When the hyperbook cli is used in a CMD on Windows, the symlinks will only be created, if the CMD is started as an Administrator.

The easiest solution is to add is nodejs/node#18518 (comment) if the cli is executed on Windows.
