Added a breast cancer scRNAseq reference.

Tested the component with

viash run src/datasets/loaders/wu_human_breast_cancer_sc/config.vsh.yaml -- --output ../data_tmp/2021Wu_human_breast_cancer_sc.h5ad

Tested the dataset download + process workflow with

viash ns build
bash src/datasets/workflows/process_wu_human_breast_cancer_sc/test.sh

I couldn't get my seqera access working yet, the script

task_ist_preprocessing/scripts/create_resources/process_wu_human_breast_cancer_sc.sh

should also work due its similarity to the local one. But needs to be tested.
